Secure Site Plan Approval for Prime Square Doral
Developer proposes new building on foreclosed Aventura site

A development group led by Bernardo Rieber and Noel Epelboim has a lender-owned property in Aventura under contract and has filed plans for a medical office condo there.
The City Commission will consider the new site plan and several variances for the 1.63-acre property at 21291 N.E. 28th Ave. It is located about a block north of HCA Aventura Hospital in the city’s medical district.
The site was previously approved for a 263,371-square-foot medical office building called Aventura Eco-Offices. The previous owner started construction there, but site work stalled.
Medical Offices of Uptown Aventura LLC, led by Rieber and Epelboim, has the property under contract and has proposed Vitalis Tower with a new design and a scaled-down size from the prior owner’s plan.
Rieber said the seven-story tower would feature 115,000 square feet of medical office space, 14,000 square feet of ground floor commercial space and 356 parking spaces. It would be sold as condos, with medical offices ranging from 500 to 10,000 square feet.
There would be roughly 120 medical office condos in the building, depending on how much space each buyer wants.
Rieber has previously developed two medical and professional office condos in Aventura’s medical district, with all 150,000 square feet sold out in pre-construction.
“There is still demand. Aventura and Sunny Isles Beach have been growing a lot with affluent people that live longer and demand medical services.”
Rieber said he made changes to the prior owner’s design to make the building more economically feasible and better suited for medical practices. The project is now seven stories instead of 10, includes more parking spaces, and its elevators could accommodate stretchers.
The building would include shared meeting spaces and lobbies on each floor, along with plans for a coffee shop and food vendors on the ground floor. Floor-to-ceiling windows would bring more natural light into the building.
Pending approvals and sales progress, Rieber hopes to break ground on Vitalis Tower in November or December. Marcus & Millichap is brokering the sales.
The developers are working with local attorney Brian S. Adler and Miami-based Caymares Martin Architecture. Vandrak Construction has signed on as general contractor for a project expected to take 20 months to complete.
Prime Square Doral Mention
Meanwhile, Rieber and his partner Berca Development secured site plan approval in April for Prime Square Doral, a 58,000-square-foot project with office and retail condos. According to the article, Prime Square Doral was already 50% pre-sold, with retail priced around $990 per square foot and office priced around $670 per square foot.
